NABARD and NSDC have started a joint project called Gramodyam to support rural entrepreneurs. It was launched by NABARD Chairman Dr. Shaji K V on the bank’s 45th Foundation Day. The project will give guidance, training, and financial support to young businessmen in villages.
The initiative will be executed by the NSDC, operating under the Ministry of Skill Development and Entrepreneurship, in partnership with the Institute for Industrial Development (IID). The execution framework relies on a hybrid model that combines digital platforms with on-ground outreach campaigns across various states and union territories.
Why Rural Startups
Rural growth has often been slowed by weak mentoring and poor access to formal credit. Gramodyam wants to fix this by building a system that spots potential candidates and guides them step by step. The process includes assessment, career counselling, skill training, and long term business mentoring before the enterprise is set up.
For the first rollout, Gramodyam plans to support about 4,000 rural entrepreneurs over the next three years. A big part of the programme is financial inclusion, helping candidates prepare proper project reports and loan applications. After this, they will be linked directly to Regional Rural Banks and other financial institutions to secure funding.
"The core objective of Gramodyam is to build a reliable pathway for rural youth to transition from job seekers to wealth creators. By combining skill development with structured credit facilitation, the constraints that traditionally hold back rural business ideas are being removed," stated Dr. Shaji K V, Chairman of NABARD, during the launch event.
How to Access
Beyond capital access, the programme aims to streamline compliance and regulatory bottlenecks for small-scale rural units. Participants will receive administrative guidance to register under official frameworks, including obtaining UDYAM and Goods and Services Tax (GST) certifications. The scheme also plans to align its beneficiaries with existing government incentives and subsidies to ensure long-term commercial viability.
To maintain transparency and measure the actual outcome of the intervention, the project will utilise the digital infrastructure of the NSDC. This platform is designed to track each participant throughout their journey, monitoring specific data points from the initial enrolment phase down to operational enterprise metrics and business performance over time.
"Operational tracking is essential for the longevity of rural enterprises. Through our digital interface, the progress of every candidate will be monitored continuously, ensuring that training completion translates directly into functional, registered businesses that contribute to the local economy," an NSDC representative noted.
Next Step
As the pilot phase begins across selected clusters, the focus remains on building viable market linkages for these new entities. By integrating supply chain access with financial literacy, the collaborative project attempts to create a sustainable ecosystem where rural enterprises do not just survive the initial setup phase but achieve independent scalability.
The long-term success of Gramodyam will likely determine how future public-private models approach rural employment generation in India.
