Bihar social media creators 1 lakh

Bihar government has approved a new payment system for social media creators who make content about government schemes, welfare programs, and development projects. Under the amended Bihar Social Media and Other Online Media Rules, 2026, eligible creators can earn up to Rs 1 lakh for a single video.

Payments are linked to the number of views. Empanelled creators will get Rs 10,000 for every 100,000 views, up to a maximum of Rs 1 lakh. A video must cross 1 million views to qualify for the highest payout.

New Payout System

The new payout framework uses social media reach to spread government information to wider audiences. Instead of relying only on traditional channels, the state will work with digital creators who already have followers online.

Policy covers content about welfare programmes, public schemes and development projects. This includes information on infrastructure, public services and other initiatives the government wants citizens to know about.

Payments are not released immediately after publishing. Under the rules, views are assessed after the video has been online for 30 days.

This waiting period allows the government to measure performance. Creators cannot expect incentives just for uploading content — payouts depend on verified view counts after 30 days.

Creators Need Approval

Independent creators cannot automatically claim incentives. Pages, channels and influencers must first register and be empanelled with the Bihar Information and Public Relations Department (IPRD).

Department runs an online system for registration, by which only approved creators in the empanelled network are eligible for payments under the scheme.

The move reflects the growing role of social media in public communication. Platforms like YouTube and Instagram reach younger audiences who may not follow traditional news.
