Young people in Uttarakhand are getting more options to build their own businesses instead of depending only on jobs. State government is creating a startup support system under Uttarakhand Startup Policy that offers financial help, training, incubation facilities, and patent support for those who want to turn new ideas into enterprises.
Effort is part of a wider push to strengthen the startup ecosystem under Chief Minister Pushkar Singh Dhami. Number of startups in the state has grown in recent years. Figures show Uttarakhand had around 100 startups by end of 2018, while the count crossed 500 by end of 2021.
State now aims to expand this base further. Under Uttarakhand Startup Policy 2023, target is to create 1,000 new startups in the next five years. Plan also includes setting up at least one incubator in every district.
Startups Get Seed Funding
For many young entrepreneurs, arranging the first round of capital can be a big barrier even when they have a workable business idea. Uttarakhand Startup Policy therefore includes a seed funding option for registered startups.
Eligible startups can receive one time seed funding of up to Rs 10 lakh. For startups in special categories, support can go up to Rs 12.5 lakh. This funding can be used to move an idea closer to implementation, develop an initial product, or begin business operations.
Support is aimed at reducing financial pressure during the early stage of a startup. But funding alone does not decide success, as market demand, execution, and ability to build a sustainable business also remain important.
Government Support Patents
State has also added intellectual property support in its startup policy. Young entrepreneurs building new technology or products can get financial help for protecting their innovations through patents, trademarks, and industrial designs.
Policy provides reimbursement of up to Rs 1 lakh for a national patent. For an international patent, reimbursement can go up to Rs 5 lakh. Assistance of up to Rs 10,000 is also available for trademark and industrial design applications.
For startups working on new technology, these costs can be heavy in the early stage. Reimbursement support can reduce some of the expense of securing intellectual property rights while founders continue building their businesses.
Uttarakhand Startup Support
Incubators can give new entrepreneurs guidance, technical help, and other facilities needed in the early stage of a business. State is also working to connect innovators, incubators, mentors, and investors so that founders get support beyond only registering a startup.
Financial help is a major part of the policy. Registered startups can receive a monthly allowance of Rs 15,000 for one year. Support is higher for certain groups, with startups led by people from Scheduled Castes, Scheduled Tribes, persons with disabilities, and transgender communities eligible for up to Rs 20,000 per month.
Policy also covers grassroots innovators and new experiments. Extra financial support is meant to help founders manage costs that come while developing an idea and starting a business.
Incubators Build Local Ecosystem
Government is also focusing on infrastructure needed to support startups. Under the policy, new incubation centres can get capital subsidy of up to Rs 1 crore for setting up facilities.
Existing incubation centres can receive up to Rs 50 lakh for expansion. Aim is to create more places where young entrepreneurs can get guidance and use facilities while building their businesses.
Plan to set up at least one incubator in every district could take startup support beyond major urban centres. For young people in smaller towns and hill areas, local access to incubation and mentoring can make it easier to develop business ideas without shifting elsewhere.

State startup policy is designed to support entrepreneurs at different stages, from shaping an initial idea and arranging seed capital to protecting intellectual property and using incubation facilities.
Larger aim is to give young people an option beyond regular jobs by helping them build businesses and create employment for others. Whether programme reaches its target of 1,000 new startups will depend on how well young entrepreneurs use these benefits and how many supported ventures grow beyond the early stage.
