Probo Appoints Shimal Kapoor as Head of Policy

Probo, the fast-growing opinion trading platform with over 34 million users, has appointed Shimal Kapoor as its new Head of Policy. This move comes at a time when India’s online gaming space, especially skill-based formats, is facing greater attention from regulators.

Probo’s decision to bring Kapoor on board shows its aim to actively engage with policymakers, especially as authorities across India look to define laws around real-money gaming, taxation, and user protection. With this step, Probo is gearing up to play a larger role in shaping the policy landscape that governs its unique model.

Kapoor Brings Experience

Shimal Kapoor has held senior policy and legal roles at Meta, the World Bank Group, and Shardul Amarchand Mangaldas. She holds a law degree from the National Law School of India University and a master’s in public policy from Harvard Kennedy School. Her deep experience working across legal and digital policy frameworks makes her a key asset for a platform navigating India’s regulatory evolution.

Unlike gambling, the platform positions itself as skill-based, where users make decisions based on logic, trends, and data.
