Another city is about to appear on India’s map — right next to Delhi, near Noida and Greater Noida in Uttar Pradesh. This proposed city is expected to emerge as a major urban hub, similar to how New Delhi was developed alongside Delhi. Authorities have stated that initial administrative formalities are nearing completion, and a dedicated office will soon start functioning to supervise the groundwork.
According to official sources, around 80 villages have already been notified under the New Noida plan and categorized as part of the city’s core development area. Construction within these notified zones will require approvals from the designated development authority. The new office will coordinate crucial functions including land acquisition, compensation assessment, and community engagement with local stakeholders.
Eight revenue staff, including four revenue officers, are set to take charge initially. Their responsibilities will include documentation, plan work, and facilitating proposals related to developed land allocated back to farmers whose land will be acquired.
Compensation Model
Authorities are working on finalizing a compensation framework that will determine how much developed land will be returned to landowners. This proposal is currently under drafting and will be sent to the Uttar Pradesh government for approval once finalized. After clearance, a team comprising lekhpals, tehsildars, and naib tehsildars will lead the execution phase.
The acquisition method is expected to follow a hybrid structure combining direct land purchase with land pooling. Officials believe this approach will speed up project completion while ensuring fair participation of farmers in the region’s future growth. Discussions with the district administration are ongoing to finalize criteria including proximity to Jewar International Airport and land usage potential.

Circle rates in nearby areas such as Bulandshahr and Greater Noida are also being considered as part of the evaluation process for land acquisition terms.
New Noida First Phase Near Expressway
New Noida is planned to cover nearly 209 square kilometers. The first phase of acquisition is likely to start in villages located near the junction of the Eastern Peripheral Expressway and the GT Road. Jokhabad and Sanwali have been identified among the early locations for this phase, with consultations already held with village representatives.
The government aims to complete the initial land agreements through mutual consent to avoid delays and dispute-related challenges. To support the beginning of operations, a temporary field office under the Directorate of New Greater Industrial Region will be set up in the early-phase villages. This will manage ground surveys, document verification, and public coordination.
Hybrid Urban Growth Vision
Officials have stated that the hybrid acquisition model will help balance development speed with farmer rights. Instead of only financial compensation, farmers may receive developed plots as future assets within the project layout. Preparatory mapping, revenue checks, and technical surveys have begun to identify suitable urban corridors.
Once government approval is granted for the full development plan, boundary marking and city layout planning will begin. The project is expected to support western Uttar Pradesh’s urban expansion by linking industrial, commercial, and residential zones near Delhi-NCR.

New Noida is projected to add further strength to India’s fast-growing urban ecosystem. At present, major cities such as Mumbai, Delhi, Bengaluru, Chennai, Hyderabad, Kolkata, Pune, Ahmedabad, Jaipur, and Surat are among the largest metropolitan centers driving economic and infrastructural growth. Authorities believe that New Noida could join this list over the coming decades as a key development node in northern India.
